What do you think of the proposed Stormwater Management Plan and TMDL Benchmarks for the City’s municipal stormwater permit?
The stormwater sewer system in the City of Lake Oswego discharges the City’s stormwater runoff into local creeks and rivers. These discharges are regulated and covered by a permit that is issued by the Oregon Department of Environmental Quality (DEQ). The current permit was issued in March of 2012 and expires March 1, 2017. The City is required to submit a permit renewal application package for DEQ to renew the permit for another five year permit term.
The permit renewal package consists of four elements. The City requested comments on the first element of our permit renewal package, our monitoring Plan, beginning in late December 2016.
Now, we want your comments about the second and third elements of the permit renewal package:
- Our Stormwater Management Plan (SWMP) that includes a summary of actions the City will take to reduce pollutants in stormwater runoff, and a summary of any proposed SWMP modifications from our current (2012) SWMP for the next permit cycle
- As another part of the permit renewal package, the City is required to quantitatively assess the loads for target pollutants that are expected to be reduced by the City during the next five year permit term. The pollutants selected for analysis are those for which DEQ has developed a total maximum daily load (TMDL) allocation. The estimated load reductions are referred to as “pollutant load reduction benchmarks” (benchmarks).
