Sustainable Prosperity – Effective Growth Management Tools
A big part of what makes Palo Alto special is its neighborhoods, street trees, parks and access to open space. The Comprehensive Plan update will not include any changes to the “R-1” designation that covers existing single-family neighborhoods or impact existing regional open spaces. We have a strong policy foundation in place, but there are additional approaches to guiding growth and controlling its negative impacts. Three possible approaches include:
- a cap on overall growth (like Palo Alto has in place now)
- metering the pace of growth (such as Council is currently considering) or
- allowing future growth only if it can offset its impacts.
