-More parents all around school, especially by the buses when students were being evacuated from JHHS

With regard to respective levels and mix of disciplines, what other exercise participants could/should have been included? I feel like we were well covered...but one area that I thought would have been involved if a real incident were to occur would be the press.

Strength #3 The handoff of patients was relatively good from the rescue taskforce group to the medic units.
Area of Improvement #1 Radio talk groups-there needs to be a way that the transport units can communicated without being talked over. As soon as a transport is sent up from staging then we should have a transport talk group. At one point it took 4 attempts to state we were transporting and at that time we almost to the hospital. For the transports all we need to know what door or location they want us. We rarely need to be on the radio but when we did, we couldn't get out our information to command.

How could the exercise scenario have been more plausible/realistic? I think that it was plausible and realistic, and in my specific area and role everyone treated the exercise as though it was both plausible and realistic.
With regard to respective levels and mix of disciplines, what other exercise participants could/should have been included? I do think it would have been great to have some agencies in the notification area of reunification. I think the hospital clergy potentially or Blue Ridge Hospice grief counselors. In this situation I am not sure that the high school principals would be able and prepared to manage their own level of trauma or that of parents who may have lost or have injured children. Mental health community professionals should be part of our team.
Strength #1 The reunification team on site at JKES realized that one person was assigned to be at the door accounting for kids and was also in charge of the holding area of kids until JHHS principals were on site. As we were waiting for the arrival of the buses we discussed and rearranged our roles so that some of the reunifiers became support for getting the kids off the bus, accounted for and doing an initial emotional check in as they arrived. We arranged the room into circles of 6 so that we could do a quick head count. We had counselors and social workers rotating to check on needs of students and assessing their wellbeing. In a real situation we felt strongly that the presence of staff trained in trauma would be important in managing the survivors of a school shooting.

Strength #2 School staff took this very seriously. I cannot speak to other agencies directly as I had no direct contact with them. School personnel whether actors or reunifiers treated this as practice and took their roles very seriously. The reunification site people were discussing improvements and thinking about things in a realistic way that would improve our chances of mitigating the circumstances that may lead to chaos and/or breakdowns in a real situation. This seriousness allowed us to learn and think through our responses to a real situation in a much more detailed way.

Area of Improvement #1 Intrado Safety Shield worked well for some of us but not for others. I received every message, but at the reunification site, not all staff did. I received all the messages, but did not have enough training with the app and was unable to review previous messages to indicate times. For example, at JKES we were tracking when the buses left Handley in order to be prepared at the door, but once the message was seen I did not know how to get back to that message and some staff didn't receive all of the messages. So, tech training is necessary.

Area for Improvement #3 Realistically, if the scenario we used, happened; we would not be able to pull all the leadership from every school building in WPS. I believe we do need to build a response team that could include certain people from each building (which is why I see value in all of the leadership being the most trained and practiced) and potentially practice within our school system with live time activation and moving into our roles.

I had 30 hours of training in Shenandoah County Public Schools by National Incident Crisis Services as well as training annually for the past 8 years by WPS in crisis management. I also have years of experience in small level crises and that experience allows me to think on my feet and respond to needs even within a simulated exercise.

The map was helpful as I was not very familiar with the school I was in and the previous meetings prior to the exercise allowed us to problem solve and suggest changes/needs ahead of the exercise.
Please provide any recommendations on how this exercise or future exercises could be improved or enhanced. I think it was very worthwhile and the only tangible suggestion I have is to include some mental health entities, specifically in the notification area.

How could the exercise scenario have been more plausible/realistic? Active Shooter while certainly the "scariest" of scenarios is NOT the most plausible to our area. Weather events, major traffic incidents on I-81, Train derailment are much more plausible to the Winchester Area.
With regard to THIS drill-15 total patients is also not realistic the type of event described; National Average police response is 10+ minutes with advanced tactical responses to 20-30 minutes. While safety is certainly always the first priority (hence the use of Blue guns), it is also not realistic to imagine that "patrol officers" should expect to clear a building the size of Handley HS with just pistols.
With regard to respective levels and mix of disciplines, what other exercise participants could/should have been included? I believe that all the disciplines and participants were there that needed to be.
Area of Improvement #1 Communication is always an area of concern; when assisting outside agencies do not have access to radio frequencies or radio capabilities to talk with other responding units OR the jurisdiction that made request for additional resources, there has to be a plan in place to ensure units can communicate with ECC and IC during operations.

How could the exercise scenario have been more plausible/realistic? After participation, I believe we could of added a secondary wave of runners for more realistic features for our officers. Adding some of the "green" victims as runners which posed a challenge on the outside for the officers coming into the scene. More chaos adds additional stress for both PD and EMT; as well as the administrative staff for the school involved.
With regard to respective levels and mix of disciplines, what other exercise participants could/should have been included? In early 2000s, I was involved with the hospital/funeral home causality drill; it would be of interest that Omps/Jones be involved as grief counseling support at the hospitals.
Transportation - staging a midday bus at Handley or a van at Rhodes and looping in their role if this happened in real life time. Transportation transfers SPED/Behavioral students at various times of the day to and from school.
Victims transferred to the hospitals should have a school official present at hand (Principal/Counselor). I was placed in a room along with three other green victims - extend of wounds ranged from a gun shot wound to arm, grazed wound to neck, and two trampled; as an 18 year old student left alone in a room, I am not sure the environment would be as calming.

Radio comm went down during the drill which posed a threat to the communication level between the command post and transportation drivers on the ground. Due to new/rotating staff within the department that are unfamiliar with the City of Winchester and the schools, we should have more training within the transportation side for familiarity and SOP.

Having all participants on site for the pre-training and be sure all participants are communicated with for meetings and roles. I was in with a EMT who was a victim and did not know we had pre-exercise training. She was blindsided on Saturday's drill.

Please provide any recommendations on how this exercise or future exercises could be improved or enhanced. Have more participants playing roles of parents and students. Many of the parents came through 4 times as a different parent. When you are used to identifying and remembering people entering a building like educators are, this just made it confusing in a non realistic way.
