    The full document states:
    "Vashon Rural Town Affordable Housing Special District Overlay
    A. Special District Overlay Purpose
    The purpose of the Affordable Housing Special District Overlay (SDO) is to increase the supply of affordable housing within the Vashon Rural Town through the offering of voluntary development incentives.
    B. Applicability
    This Special District Overlay is eligible to be used by any residential development that complies with the following:
    a. 100% of the planned dwelling units are reserved as affordable units (defined as 80% or below of Area Median Income, using the most current HUD median income figures for King County);
    b. the development is located on a designated overlay parcel (see Figure D.1a.); and
    c. the development adheres to all overlay standards listed in Section C."

    Concerning B.a. above:
    The best of all possible worlds is one where all family groups have adequate food, clothing, shelter, healthcare, and access to public services. By family groups, I mean one or more adults or one or more adults together with children. For those with incomes of 80% or less of the area median there are three basic groups:
    1) Groups with at least one full time employed adult,
    2) groups where all of the adults are unable to work because of age or other limiting circumstances, and
    3) groups with adults who are able to work, but cannot find (or succeed at) full employment.

    These three groups have different needs.
    Group 1 needs subsidies to afford housing or possibly just needs raises where they work to achieve a livable wage so they no longer need subsidized housing.
    Group 2 simply needs subsidies and services to live an adequate life. They would most likely be long term residents.
    Many of Group 3 have experiences of hardship and/or are insufficiently trained or motivated to get full time jobs. They need many more services than group 1 including subsidies for housing, food, healthcare, basics of caring for a family, and job training. The goal should be to learn and grow into group 1. Like children who have special needs, they are best served by mainstreaming them with others who have a history of success. It would be a mistake to fail to have a proper mix of all three groups in each apartment.

    A possible mix in an apartment might be a range of approximately 20% to 40% of each the three groups. Each apartment would also benefit from two or more units including children. This requires a mixture of one, two, and three bedroom units. There is a lot more to think about in addition to affordable housing. Solving the housing problem alone will not solve the needs of this community.
