What are your thoughts on the recommended Columbia Park Facility Plan?
Montgomery Parks is looking to activate the northern portion of Columbia Local Park. Parks staff developed three site plan options based on input received at a previous community meeting held on April 24, 2018. These concepts were posted to the Montgomery Parks Open Town Hall Forum for public comments. Option 3, which provided the greatest variety of activities, received the majority of votes both from residents within the Fairland Planning area and county-wide. Based on the comments received, the concept was further refined into a recommended plan, which retained a tennis court with no pickleball overlay:
The plan converts the large paved area, formerly containing three tennis courts, into a futsal court, four pickleball courts, and a tennis court. The two existing tennis courts will be turned into a dog park. The remaining paved area becomes a common gathering space with a shade structure, picnic tables, benches, and a drinking fountain. New paths will provide ADA-compliant access from the parking lot to the new amenities and a hard surface trail and stairs will provide a new connection for residents of Briarcliff Manor Way to the north. New Bioretention facilities will be constructed to treat the stormwater runoff flowing from these impervious surfaces.
A Combined Preliminary and Final Water Quality Plan and Site Development Stormwater Management Plan was approved by the Montgomery County Department of Permitting Services in October 2019. The Plan will achieve the required water quality goals by maintaining the existing level of impervious surface and installing stormwater treatment facilities; The plan meets the requirements of the Upper Paint Branch Special Protection Area. The Parks Facility Plan and the Water Quality Plan will be presented to the Montgomery Planning Board for approval in 2021. A draft of the Facility Plan Report, including the recommended plan, and a Planning Board meeting date, will be posted to the project website. The Planning Board meeting will provide an opportunity for public testimony.
