We are in the process of updating the General Plan and would like your input on these drafts.
Dear Provo neighbors,
We want your input on the General Plan - the planning document that guides Provo City in moving forward.
We invite you to take a look at this draft of an update to Provo City’s General Plan. We value your insight and ask for your comments, opinions, and suggestions. We also welcome indications of omissions or errors.
What we are asking for is whether or not in your view that we are on the right track.
You will no doubt find that the general plan sections are broad and less detailed than a master plan. This is by design.
The General Plan is the mid-level planning document that bridges the vision with implementation through master plans.
Master plans are much more detailed and often more regularly updated per accepted standards of each particular specialization (like transportation).
It is anticipated that master plans will be adopted by the Council whenever they are updated and automatically become the applicable document within the General Plan. We are not asking you to review master plans as part of this process and the General Plan update is not initiating a change in any master plans. Those will occur according to the schedule and needs of respective departments.
Title 10 Chapter 9a of Utah State Code requires cities to adopt a General Plan that includes eight basic elements: Land Use; Transportation and Circulation; Environment; Public Services and Facilities; Rehabilitation, Redevelopment, and Conservation; Economic; and Implementation. A moderate income housing plan is required. A city may add other elements as it deems appropriate. Provo’s General Plan currently features 12 elements plus an introduction.
Provo’s current General Plan (http://www.codepublishing.com/UT/Provo/?ProvoGP/ProvoGP.html) was adopted in 1997 with comprehensive updates in 2004 and 2010. It is overdue for an update and at the City Council’s direction, we are updating it.
Since the adoption of Vision 2030 (which also can be accessed via the hyperlink above) in 2010 the City has focused on accomplishing the goals and objectives of that plan. In 2016 the City Administration began an update to Vision 2030 to be called Vision 2050 but did not complete that work.
As for Vision 2050, the Council will be considering whether to undertake or reconvene the process started last year by the Administration.
Aligning the Vision and General Plan
Because a council is supposed to look to the General Plan as its guiding policy document and because some aspects of the Vision document are not within the authority of a council to legislate or the city to administer, your City Council wants to update the General Plan consistent with the Vision 2030 it adopted in 2010 and consistent with updates that were under consideration in the unreleased uncompleted draft of Vision 2050.
Staff from the Community Development and Council Offices has been working with Council’s Policy Governance Committee to align the visions and general plan as part of the update.
What we have done with these draft sections is:
- Consolidate numerable and widely varied but applicable sections from the vision documents into eight sections consistent with state required elements.
- Clean up the existing General Plan language, simplify it, remove parts that no longer apply or which can be replaced per the bullet below, add parts that are needed, and revise as appropriate.
- Incorporate by reference adopted master plans.
- Pull together goals and objectives from both Vision 2030 and the draft Vision 2050 AND the implementation steps from the existing General Plan.
While this is still a work in process we aim to eliminate any items that no longer apply, consolidate rather than duplicate, and in general make a workable list for the City to work from.
