Provo City has received a proposal that would involve building a medical school on a portion of the East Bay Golf Course. We previously asked for your comments in preparation for the Council meeting on December 5, 2017. At that meeting, Council members voted to hold a public hearing regarding the possibility of placing the portion of the golf course property on the surplus property list. This hearing will be at the January 9, 2018, Council meeting.
Since the original presentation on November 21 and the updates on December 5, Wasatch Educational, Provo Parks and Recreation, Provo City Administration, and East Bay Golf Course have refined the proposal to ensure a better balance between the development and the existing uses of the site. Information on this updated proposal is listed below and we invite you to share your comments so they can be shared with Council members in preparation for the January 9 public hearing.
An Open House is being held at the Provo Recreation Center on Thursday, January 4, from 6-8 pm to allow the public to ask questions and learn more details of the proposal
Under the proposal, Wasatch Educational will locate its proposed medical education campus, on approximately 21 acres of the northwestern portion of the East Bay Golf Course and a privately owned 7.8 acre parcel of land currently under contract.
NATURE’S SUNSHINE PARCEL (NSP)
- Redevelopment Agency would create a Community Development Area
- The City will pursue a Community Development Area for which the purchase price may be earned back through tax increment financing for a maximum period of 12 years
DETENTION POND PARCEL (contingent on City determining first if it can be reduced due to
storm water capacity needs)
- City would use best efforts to secure permission from the Corps of Engineers to reduce the size of the pond
- City would reduce the size of the pond to free up additional property at city cost
- City would transfer approximately 1.6 acres adjacent to NSP as a part of the north wedge at no cost
- Approximately 21 acres
- The Purchase price would be cost of relocating 3 holes to east side of the course
- If after the relocation of the three holes and the extraordinary land cost are accounted for, if there is gap in the valuation, Provo City will seek a process to close the valuation gap
- Work on the holes would need to be completed and playable before construction could begin on the medical school campus
- That once an agreed upon design is final for the three new holes on the east portion of the course, that the design will be put out to public bid for construction, with cooperative oversight from both Provo City and Wasatch Educational, for a high quality outcome
- The developer accepts the risk and responsibility of developing the medical school on a former landfill.
- As Provo City is still in the chain of title there are certain liabilities that cannot be transferred
Additionally, the updated proposal includes the following items, all collaboratively agreed upon by Wasatch Educational, the Provo City Administration, the East Bay Golf Course, and Provo City Parks and Recreation:
- Scale back the SC-3 Regional Shopping Center Zone to be equal to the North Wedge only, that portion to be developed.
- The balance of the golf course that will remain as a golf course be rezoned to PF Public Facility Zone, which includes rezoning the southeast area (former Kuhni Property) from PIC Planned Industrial Commercial Zone to PF.
- Request that the Council make a strong statement that they have no intent or desire to expand or make available for development beyond the North Wedge.
- Wasatch Education will make a strong statement of support for the recommended changes to the zoning outlined in this proposal.
- That a text amendment be approved by Provo City to allow educational uses in the SC-3 Zone.
- If Provo City determines to surplus the property, that Wasatch Educational would have the right of first offer.
