The first two questions are about minimum off-street parking requirements for new housing projects.  The City is considering changing these requirements because a survey of housing projects showed that, on average, fewer than 60% of off-street parking spaces were being used. Building unused off-street parking is a cost that makes housing more expensive and takes up space that could be dedicated to additional housing units.


The next question asks about off-street parking requirements in certain areas of Berkeley.  Follow the links below to access maps of these areas.

  • Narrow streets in the Hills: These streets are less than 26 feet wide in the Hillside Overlay [H] and the Environmental Safety-Residential [ES-R] District). These areas are analogous to Berkeley's high risk fire zones and require unimpeded access for first responders and residents in the event of a natural disaster or fire. 

  • The Hills areas: This area includes the entire Hillside Overlay [H] and Environmental Safety-Residential [ES-R] District. 

  • Areas within 1/4 mile of high-frequency transit: High frequency transit is defined as transit hubs (BART and Amtrak stations) and AC Transit lines that run every 15 mintues or less during weekday commute hours. Bus lines 6, 18, 51 and 72 meet this defintion. 


The next question is about off-street parking maximums, which limit the amount of parking a project can provide.  Off-street parking maximums are often applied to transit-rich areas to encourage a shift from private vehicle use to more sustainable travel options like biking, walking and transit. 

The City is considering off-street parking maximums for residential projects that are located 1/4 mile from high-frequency transit. See map below:

 


The City of Berkeley manages on-street parking through the Residential Preferential Parking (RPP) program. The RPP program prioritizes on-street parking for residents with vehicles registered to Berkeley addresses in certain areas of the city

Currently, residents of projects without off-street parking can't receive RPP permits.
