In 2001, Pinellas County adopted the Downtown Historic Palm Harbor Master Plan. In 2016/2017, the County worked with the community to identify current issues and concerns through a series of focus group meetings and open houses. This process led to several recommendations that have been followed up with the completion of a parking study, a retail study, an updated historic survey, a petition to determine the community’s desire to become a golf cart community, and several other in-depth considerations for the downtown. This research and analysis framed the current version of the Downtown Master Plan. As the conditions within the Downtown have significantly changed since 2001, the 2018/2019 Master Plan will ultimately replace the old Plan. The 2018/2019 Plan describes today’s conditions, the public participation process, and the associated targeted efforts and findings.
