Before we address the problem of speed, I believe we need to understand the reason why people are speeding and see the data supporting the number of vehicles and/or residents involved.
The bottlenecks of traffic and "speeders" are they people that live in Oakley or are they people driving "through" Oakley?
Are the locations of the speeding concerns due to "side" streets to get somewhere faster? Is the main street blocked or clogged?
Are there safety measures addressing traffic concerns regarding speed where children are concerned? Is it due to school traffic? Is the flow of traffic for that school causing bottlenecks for major arteries within the city?
When the traffic of two or more schools overlap, I believe the probability of speed becomes greater.
I believe the number of residents that grow within Oakley compared to the growth of our surrounding cities is different. The number of vehicles on the road for residents has a major impact on the flow of traffic surrounding schools and parks, a main concern and high risk concern. As the surrounding cities grow, the main arteries through our city need to be clear of traffic. These people do not have to drive through other neighborhoods to speed through our city.
Lastly, are the speeders young drivers? Education, advertisememt and high tickets can help to address this.
So, understanding the reasoning behind the speed is of utmost importance. The results can help address a current problem or help to prevent one from heppening as our area grows.
Things to look into:
* Location of "speed" problem.
* Risk of impact - Children involved?
* Number of speeding tickets? Locations?
* Location of complaints
* Number of residents / non-residents involved
* Safety resources
* Commercial Development
* Are posted speed limits up to date and appropriate for area
* Are borders for schools appropriate due to current traffic conditions
There are many things to analyze. My main concern is surrounding our local residents and keeping the children safe. There are always going to be people speeding. Preventing it will be difficult. However, as times are changing the flow of traffic in and around our city is within our grasp and can greatly impact all of us.
