When will a community center become a priority?

We have such a wonderful community here in UA. At times it feels like we are small but we have all the advantages of larger communities- except a Rec Center. We want to be tech savvy and cutting edge and offer great services to our population but we are really missing it. Not only would a Rec Center offer space for classes (our library spaces fill up), there could still be senior programs, youth programs, fitness/health programs- maybe an indoor pool for winter use? The membership fees would also generate money for the city.
I really don't understand why this hasn't happened.
I had really hoped the old Macy's could have been redeveloped into something similar. Perhaps Kroger could build the "Kroger UA Community Center" and have a small "concession" area inside with Kroger products. That would certainly make them more favorable than they are right now, after buying the space for another grocery store...
