    They are unsightly, but not in my neighborhood, so I am not impacted.

    This feels like an HOA for the whole city. Fining people who are likely low income doesn't seem to be a solution and could force them out of the only place they can afford to live. This wreaks of gentrification. Who gets to decide what is appropriate outside someone else's home? Will cultural differences be taken into consideration?
