What do you think of the proposed 309-acre Hermosa Ranch development located at the southwest corner of Avondale Boulevard and Lower Buckeye Road

DESCRIPTION OF PROJECT
Applications #PL-19-0051, PL-19-0052, and PL-19-0053 Concurrent requests by Ms. Carolyn Oberholtzer, Bergin, Frakes, Smalley & Oberholtzer, PLLC, for two Minor General Plan Amendments (GPA) and a Rezoning related to a proposed 309-acre master planned community called Hermosa Ranch. The site is located at the immediate southwest corner of Avondale Boulevard and Lower Buckeye Road, extending approximately 3,900 feet west and approximately 3,700 feet south of the intersection.
Proposed Minor General Plan Amendment #1 (Application PL-19-0052), if approved, will amend the City’s General Plan 2030 Land Use Map for approximately 19.4 acres of the property located at the intersection of Avondale Boulevard and Lower Buckeye Road from Local Commercial to Mixed Use.
Proposed General Plan Amendment #2 (Application PL-19-0053), if approved, will amend the City’s General Plan 2030 Land Use Map for approximately 25 acres in the area southwest of the intersection of Avondale Boulevard and Lower Buckeye Road from Estate Low Density Residential to a combination of Medium Density Residential and Mixed Use.
The proposed Rezoning (Application PL-19-0051), if approved, will change the zoning for the entire 309-acre property to Planned Area Development (PAD), replacing the current PAD and Agricultural (AG) zoning that exists on the site. The proposed Hermosa Ranch PAD would allow for a master planned development featuring single-family residential (up to 1,125 units on 295.5 acres), multi-family residential (up to 240 units on 10.9 acres), and commercial (up to 10.9 acres). An elementary school site and community open space/recreational areas for use by residents of the planned community are also included in the request.

The City has completed second review of the Hermosa Ranch applications and has provided the applicant with comments that must be incorporated into the proposals and resubmitted. A neighborhood meeting, to give all interested property owners a chance to learn more about the proposal and ask questions of the applicant and City Staff, will be held on Thursday, August 8, 2019 in the Sonoran Conference Room at City Hall (11465 W. Civic Center Drive, Avondale, AZ 85323). All are welcome to attend to learn more!
Once the proposal has been revised to address the City’s review comments, the items will be scheduled for Planning Commission and City Council public hearings. All property owners within 1,000 feet of the subject site will be notified of these meetings via mailing. Additionally, all meetings will be advertised by a sign on the property and legal advertisements in the Arizona Republic. This page will be updated with dates for those meetings when they are determined.
