DESCRIPTION OF PROJECT
The City of Avondale has contracted with Matrix Design Consultants to update the City Center Specific Plan (CCSP). Adopted in 2008, the CCSP is comprised of 402 acres along Avondale Boulevard between Interstate 10 (I-10) and Van Buren Street. The Specific Plan establishes a framework of streets, land uses, parks, and building form intended to create an active area with a variety of residential unit types, employment centers, and various active pedestrian-oriented uses.
The City Council re-established the vision for the plan in 2012 and was successful in the establishment of the American Sports Center and a transit center. Today, Council’s vision remains strong to see the City Center develop as a prominent urban center for Avondale. However, it has been ten years since the original adoption of the CCSP; therefore, the purpose of this update is to assess the viability of the plan in its current approach and to re-imagine its vision based on current and future market conditions while still maintaining a strong sense of place.
The purpose of the CCSP update is to reflect evolving conditions impacting the implementation of the adopted Vision for the Avondale City Center. The intent of the update is to reflect the City’s current level of expectation for a quality, unique, and pedestrian-friendly City Center that will create a place of significance in Avondale. It is understood that the overriding goal of the plan and supporting documents is to create a vibrant sports and entertainment district that lends itself to family-oriented activities, shopping dining, quality housing, and professional employment. The proposed new land uses, as attached in Exhibit A, would replace the existing land uses as well as serve as a rebranding of the area. The entire 402 acres is also being evaluated with the potential to reduce the total developable area. A new name will be proposed as well for the entire City Center planned area. In addition, new sections in the plan will include District Concepts, Circulation, Development Form, and Implementation Strategies.
The CCSP update process includes an introduction of the project with the City Council held on May 6, 2019, City staff team meetings, outreach with CCSP Property Owners and other potential development entities, two ad hoc committee meetings, an economic analysis, and a neighborhood meeting being held on May 7, 2019. Planning Commission and City Council will take action on the CCSP update once a final draft is complete.
On April 18, 2019, the Planning Commission was apprised of the CCSP update’s status. The next steps in the CCSP update process include meeting with property owners again, holding the neighborhood meeting, and presenting the status update to City Council at a work session on May 6, 2019. The plan update is planned for completion this summer.
A neighborhood meeting, to give all interested property owners a chance to learn more about the proposal and ask questions of City staff, is scheduled for Tuesday, May 7th at 6:00 PM in the Sonoran Conference Room at City Hall.
Following the neighborhood meeting, the application will then proceed through the public hearing process, which requires hearings before the City’s Planning Commission and City Council. When dates and times of the Planning Commission and City Council meetings are known, this page will be updated.
