Beginning on Tuesday, June 9, 2020, the City will no longer be utilizing the "Open City Hall Survey" platform to conduct surveys and solicit input from the community. The City will be transitioning to a new platform in the near future and would like to retain the subscriber base the platform has generated for future surveys the City will conduct.

Therefore, the City encourages you to sign up for Survey eNotifications by going on the City’s website. To sign up for Survey notifications in the future, please follow these 5 easy steps: 

  1. Go to the website URL, www.citymb.info/departments/enews-sign-up

  2. Scroll down to “eNotification Sign Up” and fill in your email address (twice), first name and last name.

  3. Once filled in, scroll further down to the “News” section and click on the email icon with the text, “Surveys.”

  4. Click on any other email icons with topics that you’d like to receive email notifications for.

  5. Scroll to the bottom of the page and click on the button, “Submit.”

Thank you for your continued interest with offering your input and feedback to the City on a variety of issues. The City looks forward to engaging with the community on future topics.

It's that time of year again...the City Council and administration are preparing recommendations for the annual budget! We want to know what matters most to you. You can tell us what YOUR budget priorities and the most important areas the City should invest in for the upcoming year. Are you ready to contribute? Take the quick survey today! 

The feedback you provide here will be shared with the City Council as they make decisions about the City’s upcoming 2020-2021 budget.

Never used Open City Hall before? It's easy, just follow these steps:

  1. Click on the topic you're interested in (you've already done this step!)
  2. Click on the "Take the Survey" button below
  3. Fill out the questions provided
  4. Choose how you would like your feedback to be displayed: 
  • Posted on the website with your name
  • Posted on the website anonymously 
    • If you would like your feedback to be publicly displayed on this website, whether with your name or anonymously, you will have to create an account with Open City Hall. We do this for a number of reasons, including maintaining civil online discourse and ensuring that all voices are heard equally.
  • Sent to City staff to be considered with other feedback but not posted publicly on this website 
    • If you do not want to sign up for Open City Hall, your feedback will still be counted but will not be publicly shared with others who visit this website.

On March 20, 2019, the City of Manhattan Beach hosted a public workshop to begin the development of a Historic Context Statement that will provide a framework for evaluating potential historic resources for historic significance and integrity in the City.

Now we would like to invite the community to review the presentation and give input online to help form our first Historic Context Statement.

Bikeshare programs first emerged in 2010 and can now be found in nearly every major American city. These programs started with technology where bicycles had to be checked out and returned to a docking station. That technology has since evolved with many bikeshare programs offering bicycles via smartphone apps that can be self-locked, eliminating the need to return to a specific docking location and providing more flexibility across the system.  In late 2017, electric scooters emerged as a new form of shared mobility equipment, where users can start and end a scooter ride through a smart-phone app. These scooters also have a self-locking technology that allows this equipment to be checked out and left at a wide range of locations. Programs of this nature would provide a fleet of bicycles, e-bicycles, and/or electric scooters to the community as a local transportation option for short business and personal trips.

Cities surrounding the City of Manhattan Beach have begun to deal with issues related to shared mobility devices recently. Some cities have responded to motorized scooter sharing, bike sharing, or both in some instances. Although these devices provide additional mobility and transit options, various communities are experiencing impacts from the use and misuse of such devices. These issues include: parking in the public right-of-way and obstructing vehicle and pedestrian access; reduced sidewalk area or parking spaces (docked systems); urban clutter (dockless systems); aggressive competition/oversupply; use of public land for private purposes; potential public liabilities; scooter/pedestrian conflicts; scooter/vehicle conflicts; and increased demand on enforcement resources. These shared mobility devices, primarily electronic scooters, have been launched in cities throughout the United States absent contracts, permits or business licenses.

On August 21, 2018, the Manhattan Beach City Council approved an urgency ordinance prohibiting the use of “Shared Mobility Devices” within the City of Manhattan Beach. Currently, “Shared Mobility Devices” are prohibited from being operated in the public right-of-way, being placed in the public right-of-way or on public property, or offered for use anywhere within the City of Manhattan Beach. However, the ordinance is in effect until March 2020. In the meantime, shared mobility systems and devices will continue to be explored as part of the Complete Streets planning process and considered in future discussions with the South Bay Cities Council of Governments (SBCCOG). Coordination with other south bay cities allows the City of Manhattan Beach to assess regional impacts and develop a comprehensive set of regulations

The City of Manhattan Beach is gathering input from the community on potential Capital Improvement Projects for the City's Capital Improvement Plan (CIP) process. 

The CIP is a planning tool used to prioritize 5 years of infrastructure projects and their funding citywide.  The CIP is developed in cooperation with all City departments, the City Council, and the public.  For the FY2020-2024 plan, we are performing public outreach in a new way, through this Open City Hall format.  To learn more about what projects are currently on the plan, please click here to view the current Capital Improvement Plan update page

Although the 5 year scope is reviewed by City Council, the Council only appropriates funds for the CIP one year at a time through the annual budget adoption.  If you have an idea for an infrastructure project you'd like to see placed on the CIP in the next 5 fiscal years, please complete this online survey.  City Staff will evaluate each suggestion for feasibility, timeline and available funding.  For project ideas that focus on more of a maintenance issue, the item may be placed in the City's work order system for completion.  Thank you in advance for your input!

The City of Manhattan Beach is considering renaming Sepulveda Boulevard to Pacific Coast Highway. As a community member, we want your input on this proposal and encourage you to participate in the City’s survey. This online survey will conclude on September 14, 2018. The City Council will discuss the results of the survey on November 6, 2018, at 6:00 PM in the City Council Chambers at 1400 Highland Avenue.

In November 2017, the Los Angeles County Homelessness Initiative allocated one-time funding to support planning efforts made by cities in the Los Angeles Continuum of Care to combat and prevent homelessness. Manhattan Beach received one of these grants and has begun gathering feedback from the community on the current challenge of homelessness in our region and how best to assist our homeless neighbors. The document created by the City will serve as a road map for approaching this issue both locally and regionally.

We need your help to identify what the current challenges are and what resources are needed so that we can work toward solutions. 

The City of Manhattan Beach will also be hosting a community meeting about homelessness in Manhattan Beach on March 21st from 6:30 p.m. to 8:30 p.m. in the Police/Fire Conference Room.

The City of Manhattan Beach wants to hear from you about the quality of life in your community. We're kicking off our next two-year budget process with a Community Budget Social, and you're invited!

Join us on Tuesday, January 30th from 6:00 to 8:00 p.m. at the Joslyn Community Center (1601 North Valley Drive) for a conversation about the City’s financial future. Residents are invited to share their priorities through an interactive exercise while learning what’s on the horizon. A light dinner will be served along with plenty of community conversation.

Tell us what you think about the City's current solid waste service provider, Waste Management, and the services they offer for both residential and commercial users. Then, let us know if there are programs or services you'd like to see in the future.

The City's current contract with Waste Management expires in 2018, and we will use this feedback from the community to inform our next steps as we begin the open bidding process for solid waste services. "Solid waste service" includes curbside trash pick-up, recycling, and yard and food waste; composting classes; annual paper shredding; bulky-item pick-up and more.
