Long term, the only way to decrease traffic volume is to incentivize public transit and walking/biking. We should prioritize people not cars.
Creating truly convenient transit options is the only way to get people out of their cars. We need fast, reliable, cheap public transit options. This may well include giving buses right-of-way as in Option 3.

We need to encourage people to walk and bike. The primary difficulty in doing so is that it is not safe. Creating truly protected lanes with car-proof barriers is essential to any plan. Car related fatalities are much higher in the US than in many other countries that prioritize pedestrian safety.
