Comments about Option 1 above:
Too much emphasis on car traffic. Concerned about traffic volume, congestion on streets feeding overpass. Probably also the most expensive option.
Comments about Option 2 above:
Good option. Enhanced bike lanes make it safer for bicycles, while not disallowing cars. (I cross 101 every day on my bike.)
Comments about Option 3a above:
Also a good option. Better for bicycles and pedestrians (I cross 101 every day on my bike), less impact on environment and nearby businesses, but does not allow cars to take advantage. Probably the least expensive option.
Comments about Option 3b above:
Less desirable, in my opinion. Costs are still high, due to the overpass having to support heavy vehicles, but the number of people being able to take advantage is smaller.
