The city should actively enforce codes in neighborhoods without HOA's. Some of the older neighborhoods are declining for whatever reason. Stop the suburban blight before it happens. Also, limit flippers. They grab affordable starter houses before anyone else can. It used to be young couples bought fixer uppers. No chance of getting one now

It seems like this plan caters more to senior citizens and the homeless. I don't mind that but so called "affordable housing" in Virginia Beach is a joke. Adding 10-14 "affordable housing units" is definitely not sufficient for such a large city. Actual city employees can barely afford to live within the city in which they work, quite a few live in other cities because they are more affordable and would rather have a longer commute then pay the high price to live in this city. Why aren't some of the grant funds being used to help people afford to buy more homes in Virginia Beach and create more affordable housing for ALL! Homeless programs just provide transitional help. This city needs more permanent options that prevent homelessness. If we had real affordable housing than there would be less homelessness. We need to be more proactive then reactive.

What ever the city can do to increase safe, affordable housing would be an improvement on the current situation. The rental market is very expensive in Virginia Beach, unless the neighborhood is at risk. It does appear that there is plan to improve existing neighborhoods as well as increase the inventory of affordable housing. Am I reading this correctly?
