What comments do you have regarding Housing and Neighborhood Preservation’s proposed 2017-2018 Annual Action Plan?
Each year, the U.S. Department of Housing and Urban Development (HUD) requires that the City of Virginia Beach submit an Annual Action Plan (AAP). The plan outlines how the city will use and allocate funding under the following federal entitlement grants: Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) Program and the Housing Opportunities for People with AIDS (HOPWA) Program. The HOPWA program provides funds for the Virginia Beach-Norfolk-Newport News, VA-NC Metro Area.
These funds have been used to support programs to address various affordable housing needs in the city, including homelessness, creating affordable housing opportunities and providing home rehabilitation grants and loans for low- to moderate-income homeowners.
The following table provides a summary of the funds expected to be available to support programs proposed to be funded.

The AAP includes the proposed uses of each of these funds for a 12-month period commencing July 1, 2017, through June 30, 2018. This is funding from Federal Fiscal Year (FFY) 2017. Final fund allocations are subject to City Council appropriation on May 9, 2017, and approval of the AAP by HUD.
The Annual Action Plan (AAP) is based on the city’s approved FY 2015-2020 Five-Year Consolidated Strategy and Plan. The Consolidated Strategy and Plan describes the city’s housing and community development needs, priorities, resources and strategies.
