The development team for the Gateway Park Mixed Use Project is seeking community feedback on three possible building alternatives for the property at 10520 NE Halsey in Portland. These concepts have been crafted to get your opinions about specific elements of building shapes, sizes, and placement on the site. This is the very beginning of the design process. The next iteration of building concepts will be shaped by your feedback and the team will continue to seek community input on future design decisions.

- Master Plan for park and redevelopment created with community in 2010
- Owned by the Portland Development Commission, with funding provided by the Portland Housing Bureau for the construction of affordable housing.
Human Solutions responded to a competitive Request for Proposals from the Portland Housing Bureau (PHB) in the spring of 2016, and the team was awarded negotiating rights to develop a project that meets the policy objectives for the property. In addition to Human Solutions, the project team includes co-developer Gerding Edlen and Holst Architects.
Since May 2016, there have been three community meetings with Gateway area neighbors and businesses. The team has launched the community process for building concept development which includes focus groups, this online survey, and an Open House on Wednesday, November 16, from 6-7:30 PM at IRCO.
The design and permitting process will continue through 2016 and early 2017, with construction of the project anticipated to begin in the fall of 2017.
The development team is responding to the following policy objectives as outlined by the City of Portland, the community-driven Master Plan, and community feedback to date:
- Ground Floor Active Retail –Goal of 10,000 SF
- 40 units of affordable housing
- Market Rate Housing
- Connectivity to Park
- Catalytic Investment in District
- Responsiveness to Halsey-Weidler Development Strategy
The development team has heard a number of ideas and comments about what Gateway needs and wants. From this community feedback and the policy objectives, we drafted three possible building alternatives. We know that none of them are quite perfect yet, but they are meant to describe the choices in front of us. The Mixed-Use program for the building alternatives includes:
- Retail on Halsey
- Small grocery with café facing new Park plaza
- 75 Apartments (35 Market Rate; 40 Affordable)
- Office Space (On upper floors)
- Parking lot (65 spaces)
